Ten Point Formula For a Better Nation...

The is the ten points formula which will lead us to RAMARAJYA of Gandhiji’s ideal, if implemented, have been placed before Sri V V Giri, President of India and Sri Kandubai Desai, Governor of Andhra Pradesh, during a personal interview on 9-11-1971 when they visited Vizianagaram by Challapalli Brahmaji Rao. They have promised to study and take suitable action.

On reviewing the results of Swaraj after 24 years, we find that we could not achieve the results for which we fought for. On the other hand, we find corruption, indiscipline, laziness, unrest and deterioration in every walk of life.

Our Vivekananda Seva Samithi felt that there must be some thing wrong in our planning and working in the administration after getting independence and started investigating the reasons for such a failure and found some practical methods to drive the country to establish a real social welfare state and now placing before you.

1. Proper care was not taken to mould the race: Special attention shall be given shall be given to improve the conditions of the Elementary Schools and teach discipline, morals and good behaviour to young children.

2. Defective Educational System: The present educational system shall be thoroughly revolutionized and man making and profession making education shall be given since the present system of education is designed to develop the brain but not heart, and throwing the country into un-employment.

3. Religion discarded: Religion, which teaches the process of evolution from brutality to humanity and humanity to divinity, is discarded, since some people were killed on the name of religion, at the time of getting Swaraj. True religion must be taught compulsorily in schools and Colleges and Machinery shall be set-up to acquaint the people with basic principles of all religions, which is the method to moral revival in Society.

4. Degenerating Cinema Industry: Since Cinema Industry has developed as the biggest medium of education even to the un-educated masses, serious measures may be taken to prohibit sex exciting and Crime thrilling pictures which are responsible for the degeneration of the race and increasing Criminal tendency in the country.

5. No Law implementation: Parliament and the State Assemblies are taking interest only in legislating the Laws but not taking the adequate care to implement them. Since our Swaraj is a fruit of Civil disobedience, the country is suffering the Lawlessness. All ranks of Officers and the People are taking it as a Dignity and fashion to violate Law. Hence, serious concentration shall be put on to strictly enforce the Laws among Officers and people of all ranks without fear or favour.

6. Delays in Civil and Judicial Administration: The delays caused by the machinery of the civil and judicial administration are the root cause for corruption which is a menace to the society.

Hence, a fresh and new code of Law and procedure of administration shall be substituted which suits our country, completely repealing the existing one, since present Laws has been designed by the British to keep the Indian Nation under slavery for the longest possible period and Law underwent thousands of amendments, defeating the original spirit.

7. Un-painful Penal Code: The punishment code shall be completely amended so that the criminals must be afraid to repeat the crime. Under the present procedure of the Law Courts, the criminals can escape punishment and if punished it is not painful to them, since the conditions in Jail are far better than the conditions prevailing outside and the tendency of crime mentality is increasing in the country.

8. Unprotected Police Administration: There is no security to life and property since the police department is utilizing all their energies in detection of crime and punishing the criminals. Their energies shall be concentrated in prevention of crime. The Police must be given a free hand to maintain Law and Order, removing the threat of political or judicial enquiry after every action of discharging their duties.

9. Abnormal Taxation: The price structure of the essential commodities of daily life is going up day-by-day to an unbearable level which may result in uncontrollable revolution. We think this is due to heavy taxation, direct and indirect for the up-shoot of the prices. Hence, steps shall be taken to reduce such taxation, which was levied on the average and poor man curtailing the wastage and expenditure in the Government Circles.

10. Published tours of Ministers and Officers: The Ministers and Officers are now touring, giving advance programs to study the conditions of the various places of the country which is resulting in a good show and expense.

They shall be instructed to make surprise visits at least 10 days in a month, when only they can study the conditions of the country in reality and understand things in the correct perspective.

The officers and their staff shall be trained as servants of the people according to the spirit of the sacred constitution of our country, as they are now feeling and acting as masters and rulers.

If we can implement the above suggestions, we hope, we can progress towards establishing Ramaraj of Gandhiji’s ideal. May God bless us all with required knowledge and strength, to save the hard earned Democracy and work for its good results.
